After the value of the active destination is fixed it will remain unchanged until the active PBR/PBF destination becomes unreachable. The value of -1 indicates that the property of PBR destination stickiness is turned off. When the property of stickiness is turned off the active PBR/PBF destination is always the one which is available and has the highest priority.
