Before beginning a transaction, read tmnxRouteNHAdminOwner. If it is empty then proceed with the configuration. Set tmnxRouteNHAdminOwner after setting tmnxRouteNHAdminControlApply so that other users will be advised to not make changes to the tables. The agent automatically sets tmnxRouteNHAdminOwner to an empty string after tmnxRouteNHAdminControlApply is set, either by the user re-initializing or committing, or by the agent timing out the uncommitted transaction.
