This notification will be sent, whenever the QFP memory usage (ceqfpMemoryResInUse) is equal to or below the falling threshold (ceqfpMemoryResFallingThreshold). An agent may throttle the generation of consecutive ceqfpMemoryResFallingThreshNotif notification so that there is at least a five second (suggested default) gap between notification of this type.
