Specifies whether DC-RSVP should suppress sending of Path messages if gracefully restarting and there is no Hello session up to the next hop. If a Path message is suppressed, DC-RSVP starts the Path refresh timer with interval equal to the rapid retransmission interval so that the Path will be retried. This behavior resolves a possible timing window in RSVP graceful restart processing that can lead to LSPs failing to be recovered if the initial Hello message is dropped. Only used if _restart_capable_ is set to AMB_TRUE.
