A value of 'individualClfr(1)' means the value references entries in the Classifier Component Table (ntnClfrComponentTable) using the component set identifier. A value of 'blockOfClfrs(2)' means the value reference entries in the Classifier Block Table (ntnClfrBlockTable) using the classification block number.
