Flag sent with each trap to indicate whether service may be affected by this particular trap condition. Service affecting means that payload data (DS3, etc) MAY be affected. Since a node does not have visibility into the payloads this flag is determined by contingencies such as signal quality measurements and introspective hardware. This flag should be ignored when the trap is sent to indicate the trap condition has gone away.
